The American Society of Heating, Refrigerating and Air-conditioning Engineers, Inc. – Region-at-Large

The Region-at-Large (RAL) formed in July 1, 2001 has grown and matured over the years.

The Region now has 24 Chapters, RAL has 5,228 members out of which many are not affiliated to Chapters.

The challenge before RAL in its 14th year is how to better serve the ASHRAE members in the Region.

ASHRAE has an arsenal of tools and services for the benefit of its members. Available are ASHRAE Handbooks & Standards, ASHRAE Publications, ASHRAE Learning Institute Courses, Distinguished Lecturers, ASHRAE Research, World Class Conferences in all parts of the globe and EXPO’s.

Members have the opportunity to use ASHRAE resources and participate in ASHRAE activities which include Technical and Standing Committees. Getting all that ASHRAE offers to its members requires a worldwide structure of which the Region-at-Large is a part. Since RAL is growing, and RAL covers a huge geographical area with a variety of languages, cultures and stages of development it offers unique challenges and opportunities. RAL leadership is addressing these challenges and opportunities and continuously plans on how to serve the members better.

In the coming years RAL needs to implement the new ASHRAE Strategic Plan, consider its own re-organization, serve better the special needs of developing economies, serve better our members who are not part of chapters, liase with government agencies to promote a sustainable World using ASHRAE standards and resources. All this in keeping with ASHRAE’s mission statement of advancing the arts and sciences of heating ventilation, airconditioning and refrigeration for the public’s benefit.

All of us in RAL have a role to play in this great enterprise and I am counting on the on our members to come forward and assist in the tasks at hand in areas of your interest.

Maged Fouad Hashem, Eng (Region Grassroots Government Activities )
Maged Fouad was born on 15th of August ,1961 at Alexandria, Egypt.He graduated in June 1983 from faculty of Engineering Alexandria University , Power Mechanical Department and has been a professional HVAC engineer since then.
In 1988 he founded  MAG Group of companies in Egypt and has been its CEO to date.MAG center for Air-conditioning & engineering contracts specialists in HVAC, suppliers & contractors in Electromechanical projects & clean areas execution .

Maged has been an Active member in ASHRAE since 2001. He has served in the BOG as secretary, treasurer & several committee chairs  of ASHRAE Cairo Chapter since 2005. He is Past president of ASHRAE Cairo chapter for the year 2014 – 2015 & achieved the best chapter in RAL for that year in Istanbul, with the highest PAOE for several committees such as GGAC, RP, MP , Historian & YEA.

He was Vice president for ASHRAE Cairo chapter for the year 2015-2016 and was nominated for RVC GGAC on March 2016 and shall serve this committee till June 30, 2019.
Maged was nominated for Active Outreach subcommittee AO from June 24th,2016. He has served as Vice Chairman of the division of A/C in the Egyptian chamber of commerce in Alexandria since  the year 2008.

He has been a Rotarian since 2014 & founder , treasurer & BOG  of Rotary Alexandria club AGORA.He is also a Member of Alexandria Businessmen Association ABA ,  Member of the Egyptian Chamber of Industries CEI,Member of the Italian – Egyptian chamber of commerce in Cairo, EGYPT as well as a BOG member of the Egyptian Importers division in the  Egyptian Chamber of commerce.

Khalid holds a Master’s degree in Mechanical Engineering. He has 27 years of continuous experience in the area of Heating, Ventilating, Air-conditioning (HVAC), Plumbing and Utilities. An company expertise in Design, Construction and Key Support Services of Pumping Systems, HVAC, Piping and, Industrial Drainage of Hydrocarbon Upstream Industrial Plants, GOSPs and Bulk Plants and Water / Waste Water facilities in accordance with International and Local Codes and Standards.

He is a Professional Consultant by the Saudi Council of Engineers and member of in the Technical Committees:

• Chairman of Saudi Aramco Plumbing and Utilities standards Committee

Mr. Ken Goodman ( SRC B )


Ken is a Chartered Engineer with over 20 years’ international experience as both a building services engineer and projects engineer within the pharmaceutical, bio-technology, food, industrial and commercial sectors. He is a past president of the BeNeLux Section and a Corresponding Member of ASHRAE Technical Committees 5.8 and 9.11. Ken has also been a member of the Web Committee for the Region at Large and a GGAC for ASHRAE BeNeLux.

Ken holds a Master’s degree from DE Montfort University. He is also a member of the CIBSE, REHVA and the ISPE.

Mohammad Abbas Sajid graduated as a Mechanical Engineer from the NED University of Engineering & Technology, Karachi, Pakistan in 1983 and studied Business Management at the Joseph M. Katz School of Business at the University of Pittsburgh, USA

He is the Owner/CEO of a Mechanical Engineering Company in Pakistan by the name of Engineering Services dealing in Air conditioning, Plumbing , Fire Fighting and Telecommunication systems since 1984.

Mr. Naseer is a Professional Engineer having over 25 years of experience in HVAC and Solar industry. He is also the owner of Catkin Engineering Sales & Services (a company deals in HVAC & Solar Systems) since September 1996.
He completed his Bachelor of Technology (honors) from University of Engineering and Technology, Lahore, Pakistan in 1990. Initially he has served Shan Controls (Pvt.) Ltd for four years as Control Engineer. This experience led him to make his own company in 1996 providing HVAC and Solar Solutions for Home as well as industrial and commercial setups on large scales.

He has been featured in several major newspaper articles, magazines and BBC television. He also delivered a number of lectures on energy crises in Pakistan, Automatic controls and industrial fans.

He is the founder member of ASHRAE in Pakistan and served as Sectary, President Elect and President of Northern Chapter, Pakistan. Now he is serving as Regional Vice Chair (RVC) Membership Promotion of Region At Large, of American Society of Heating, Refrigeration & Air-Conditioning Engineers Inc. (ASHRAE).

He is the Life Member of Pakistan HVACR Society, Pakistan. For the past decades he has held positions in Pakistan HVACR as Chairman (Islamabad Chapter), Finance Sectary and also Chairman (HVACR Committee of Rawalpindi Chamber of Commerce & Industry (RCCI)), Pakistan.

Long years in the refrigeration and AC business as Executive Officer of the German Society of Refrigeration and Air-conditioning Engineers, DKV, an ASHRAE Associate Society.

Today she is working in her own company S.I.R., organizing technical events and networking international. Irene serves several German and Austrian Technical Societies as consultant.

She joined ASHRAE in 2002 as a member.

1994 – 2010 she represented the German Society DKV in the AASA group.

Since 2010 Irene is representative of the Austrian Society OEKKV in the AASA Group.

Irene got involved with RAL from the start on with the 2002 CRC in Reading and took part in all further CRCs.

Bassel Anbari, P.E ( Nominating Alternate )

Bassel Anbari was born in Damascus Syria in 1960; 30 year experience in HVAC construction industry, Graduated from Tennessee Technological University USA in 1984 with Bachelor of Science in Mechanical Engineering; His studies emphasized on Heating, Ventilation and Air Conditioning (HVAC). Bassel became Ashrae Student Member while studying in the University. After graduating he became Ashrae member joining Philadelphia, PA chapter, and then moved to Delaware Chapter.

Bassel started his career at Furlow Associates consulting engineering firm, designing HVAC systems for commercial and industrial projects. He worked his way up to head Mechanical Engineering Department. Bassel is registered Professional Engineer (P.E). After gaining experience as consulting engineer, he worked for a US based fan and ventilators manufacturer (Penn Ventilation) as Head of Application Engineering Department.

Early 1993 he moved to Abu Dhabi and worked for International company marketing and selling HVAC equipment/ products in the GCC region. While working in the UAE, he utilized his USA experience to advise and work with consultants, designers on latest HVAC systems, products, codes and standards. In 2008 he started his own company InterCool Central Air Conditioning; providing engineered HVAC products/ systems such as Vibration, Seismic and Noise Control, Energy recovery system, Energy Efficient and sustainable products, Air conditioning equipment and accessories. Bassel works on design, implementation, and certifications of isolating electro mechanical equipment to guarantee survivability against bomb blast or seismic forces, Provide engineering solutions to many engineering problems on the air and water sides of mechanical systems including architectural and mechanical acoustic solutions.

Bassel supports and promotes Ashrae Standard 62 Indoor Air Quality for reduction of outdoor air requirement by utilizing filtration on the return side of the air handling units. He conducted many Ashrae Seminars, presentations, organized Ashrae conferences and workshops related to Sustainable designs of Air Conditioning Systems, Noise Vibration and Acoustics, Seismic Restraints, District Cooling, Green Buildings, Ashrae and AMCA standards and many other subjects related to HVAC construction industry. Bassel is a voting member of Ashrae Special Project Committee SPC-171 (Method of Testing of Seismic Restraints for HVAC & R Equipment)

Bassel was on steering committee forming Ashrae Falcon chapter in 2002. Ashrae Falcon Chapter was inaugurated in 2003.

Dr. Ioanna Deligkioz ( Regional YEA )


Dr. Ioanna Deligkiozi is a Chemical Engineer graduated from the National Technical University of Athens (NTUA), in 2007. In 2009 she gained her M.Sc. degree in the field of Science and Technology of Materials. During her postgraduate degree she has been involved in the field of advanced composite materials and nanomaterials. In 2012 she defended her Ph.D. thesis in the field of supramolecular chemistry. During 2012 to 2015 she has been the R&D Manager, Materials & Nanotechnology Group at Center for Technology Research and Innovation – CETRI. Currently, she is working as a senior researcher and project manager at the “Centre for Research and Technology Hellas” (CE.R.T.H./ I.RE.TE.TH). Furthermore, she has been involved in various European research projects as senior researcher and a technical manager.

In 2010, Ioanna first became involved with ASHRAE as a student member. During her second year she attended her first ASHRAE Winter conference. After experiencing this conference, she decided to get involved more actively at the chapter level. Obviously her involvement has escalated and this experience drove her to decide to continue her membership joining the SmartStart Program. Since that time, she has been actively involved within the activities of ASHRAE Hellenic Chapter. Through ASHRAE, she has been given the great opportunity to meet a group of multinational and multidisciplinary experts by traveling to interesting places around the world including: CRC 2012 Sri-Lanka, CRC 2013 Doha, CRC 2014 Madrid, ASHRAE annual conference 2015 Orlando, CRC 2015 Istanbul. A mechanical engineer from Mumbai University, with over 27 years of industry experience she has spent over  14 years in HVAC&R in  a Pharma central air-conditioning contracting firm. Presently she runs her own business doing product sales of Chillers & Water Purification systems.
Nivedita has been actively involved with the ASHRAE Mumbai Chapter as a Chair for CTTC, Research Promotion & Historian. In ISHRAE, she is presently the President of Thane chapter and has also been a National Chair for K-12 Activities. Besides, she has been managing the Finances for two Acrex shows in India.

I am visiting Professor in Building Services Systems at the Institute for Environmental Design and Engineering at University College, London, UK. I am also the Technical Editor of the CIBSE Journal, Managing Editor of BSERT and a consultant engineer.
I am a past ASHRAE director and member of ASHRAE Professional Development Committee as well as serve as the Regional Historian to RAL. I am an active member of ASHRAE TC1.5 (Computer Applications) and regularly organise seminars and speak at ASHRAE conferences.
I am chairman of the CIBSE ASHRAE Group and am on CIBSE Council. l am an active committee member of the Institution of Mechanical Engineers (IMechE) Construction and Building Services Division.
I write monthly CPD articles for the CIBSE Journal as well as organise/chair numerous events related to Building Services Engineering and ASHRAE activities in the UK and beyond.Thanks, Tim

Mr. Branko Todorovic ( Refrigeration Chair )


Graduated at Mechanical Engineering Faculty –University Belgrade in 1960. As a scholar of the German foundation Alexander von Humboldt between 1967 and 1971, he worked on his Ph. Thesis on Air Conditioning.

In 1971 he became assistant professor at Mechanical Engineering Faculty in Belgrade becoming associate professor, full professor and later Director. He was also chairman of Department for Thermal science. He was lecturer at several universities and became visiting assistant professor at University in Vienna. He was granted with title Fulbright professor and was invited by UC Berkeley as professor for air conditioning. He served as full professor at the University Kansas.  He was visiting professor at National University of Singapore and now is visiting professor at South-East University in Nanjing, in China. As an invited lecturer he has visited over 40 universities in Australia, Asia, Russia and Europe including MIT, UCLA, Illinois-Urbana, Harvard, University Delft in Netherlands, King’s University in Sweden to name a few. Since 1995 he was also professor at the graduate school of the Architecture faculty in Belgrade.

Todorovic is a member of Russian Academy of architectural and building sciences, Russian society for Heating and Air Conditioning AVOK, ASHRAE, DKV and honorary member of Hungarian Society for building’s science, He was vice-president and president of REHVA.

He became active in the International Institute of Refrigeration in 1969 and is to date. In 1991 he was elected vice president of the Institute’s executive committee.

He was president of the organizing committee of world congress CLIMA 2000 which was in Sarajevo in 1989, member of the same committees for congresses in Copenhagen, London, Naples and Lausanne.

He is now a member of European Association REHVA Task Force for refurbishment of existing buildings. In the period of 2001 till 2008 he was a member of Energy efficient projects of Ministry for Science of Serbia as director for Energy Efficient Buildings. He is in ASHRAE’s committee for permanent education. He has been editor in chief of Scientific Journal Energy & Buildings and of the Serbian HVAC journal, and in the editorial board of REHVA Journal, was member of the Policy Committee of ASHRAE journal HVAC&R Research, till 2013 he was in ASHRAE publishing committee.

He has published over 200 titles in journals, and various special editions or conferences publications. He has done 32 scientific and investigative projects, 72 expert and design projects. He is author of 18 various editions of books.

He has been recipient of several awards, internationally. He is an ASHRAE and REHVA fellow and served as member of ASHRAE board of directors. He has served on Several ASHRAE Technical Committees.
